The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California’s air quality. CAP is a voluntary program and offers two options – Repair Assistance and Vehicle Retirement. Participation is based on meeting program eligibility requirements and the availability of funds each fiscal year (July 1 – June 30).
